Land Spill Emergency Preparedness Program expands to cover all 10 Canadian Provinces – click for details.

Overview

Land Spill Emergency Preparedness Program (LSEP)

Western Canada Marine Response Corporation (WCMRC) and ECRC have been engaged by members of the Canadian Petroleum Products Institute (CPPI) to set up separately funded divisions, responsible for the implementation and coordination of a Land Spill Emergency Preparedness Program.

The Land Spill Emergency Preparedness (LSEP) Program is an initiative set up by CPPI in order to:

  • Ensure a more consistent and adequate preparedness amongst responders.
  • Increase the management process for the verification of contractors.
  • Improve the overall preparedness capability for responding to land based transportation incidents within the geographical area of interest.

WCMRC/ECRC’s scope of work relates specifically to establishing a network of response contractors who meet minimum qualifications for preparedness (pursuant to the Land Transportation Emergency Response Guideline published by CPPI) in the area of response personnel and equipment to respond to a land base incident involving petroleum products in the land transportation sector.

WCMRC/ECRC will conduct yearly assessments of contractors to ensure minimum qualifications are being met with regards to equipment availability, maintenance programs for emergency response equipment, contractors are trained and exercises are conducted.

WCMRC’s area of operation includes the province of British Columbia.

ECRC’s area of operations includes the Prairie Provinces, Ontario, Quebec, and the Atlantic Provinces.

For existing members who currently have a dispatch agreement with ECRC, the agreement is automatically expanded to cover British Columbia at no extra cost. Therefore Western Canada Response Corporation is being added as a party to provide dispatch services in connection with spills in that area. A copy of the amended dispatch agreement can be found on ECRC's website under "Land-Based Program – Contracts"

A summary of the amendments are as follows and will be provided on renewal;

  • the terms of the Dispatch Agreement are amended as follows:
    • By adding Western Canada Marine Response Corporation ("WCMRC") as a party, defining "Dispatch Organization" to mean ECRC and WCMRC, and replacing all references to "ECRC" to "Dispatch Organization" except in the definitions of "Area of Response".
    • By replacing the definition of "Area of Response" with:
      "Area of Response" with respect to WCMRC, means BC, and with respect to ECRC, means the provinces of AB, SK, MB, ON, QC, NB, PE, NS and NL.
    • By adding the following provision:
      The Shipper agrees that if a spill occurs in the Area of Response applicable to one of the Dispatch Organizations, the other Dispatch Organization has no obligations and is not subject to any liability to the Shipper under this Agreement.
    • By making other grammatical and minor changes to effect the above amendments, all as set out in the Dispatch Agreement that can be found on ECRC’s website under "Land-Based Program – Contracts" as of December 1, 2009.




ECRC Profile

ECRC provides marine oil spill response services, when requested, to the "responsible party", the Canadian Coast Guard or to any other Government Lead Agency.
